Historic Commission Elects Officers, Approves Repairs
HDC · Meeting of September 2, 2026
Billerica Historic District Commission reorganizes, approves two repair applications, weighs faster minor-work approvals. Travis Brown was elected vice chair and Kathy Marr secretary in unanimous roll-call votes during the commission's annual reorganization. Members unanimously approved a like-for-like cedar fence replacement at 47 Concord Road for applicants Chad and Joaquin Gannett, and a like-for-like board repair on a gazebo after an earlier full-renovation proposal for the same structure was withdrawn.
Member Mike Ray argued the board should lean more on its existing, rarely used authority to let the chair approve minor repairs administratively between meetings, saying "it seems silly that we had to deal with that fence tonight when in fact it could have been okay to administratively approve it." No vote was taken on expanding that practice; the question was referred to the Review Standards Subcommittee, now effectively down to two members, for its ongoing rewrite of the commission's review standards.
