Billerica Historic District Commission votes unanimously to enter executive session
BILLERICA — December 1, 2025 — Billerica Historic District Commission closes December meeting entirely for litigation strategy session. The commission convened at 5:32 p.m. on December 1 and immediately voted 8-0 to adjourn to executive session, citing the Massachusetts open-meeting law exemption permitting closed deliberations when an open meeting "may have a detrimental effect on the litigating position of the public body." Richard Laws made the motion and a member identified as Brown seconded; all seven members present plus the chair voted aye on a roll-call vote. The commission did not return to public session, and no other business was conducted.
