BILLERICA — The Billerica Planning Board's Rules and Regulations Subcommittee voted 2-0 to authorize edits to an AI-drafted rewrite of its governing rules. Subcommittee Chair Blake and member Matruska cast the votes, with member Parker absent. Member Jane built the draft using the AI model Claude from transcripts of prior meetings.
The panel flagged a conflict between a town bylaw calling the master plan a "living document" and outside guidance from a regional agency requiring only a 10-year update cycle, with Jane saying "there seems to be a conflict there." Members also confirmed Massachusetts General Law Chapter 41, Section 81B as authority for site visits and set an eight-business-day deadline for board members to request agenda items. The group aims to finalize the document at its September 10 meeting before sending it to the full board.
