Panel Adds Sidewalk Fee to Draft Site Rules
Billerica's Planning Board Rules and Regulations Subcommittee drafted language requiring developers to pay into the town's sidewalk fund when their projects lack sidewalks.
PB Rules and Regs · Meeting of June 25, 2026
Billerica's Planning Board Rules and Regulations Subcommittee drafted language requiring developers to pay into the town's sidewalk fund when their projects lack sidewalks. Subcommittee Chair Robertson and member Ventresca worked through written comments from former Planning Board chair Ed Giroux on two documents, the board's rules and regulations and its site plan review regulations; member Parker did not attend. The new sidewalk condition, sized to a lot's frontage, would apply "at the applicant's expense," and Robertson said he confirmed with accounting staff that the town's existing sidewalk fund account remains active.
Members also agreed site plan approvals should lapse after two years, extendable to three, citing Massachusetts General Laws Chapter 40A, Section 9. The panel took no votes on substance and adjourned unanimously.
