PB Rules and Regs · Meeting of July 9, 2026

BILLERICA — The Billerica Planning Board's Rules and Regulations Subcommittee spent two hours revising its draft governing document instead of voting on policy. Two of three members, the chairman and Tony Ventresca, worked through written objections from board members identified as Marlise and Drew, with Planning Department staff member Jane assisting. The group settled on citing 940 CMR 29.01 through 29.11 for open meeting law compliance, required absence notices go to the secretary and the chairman, with a courtesy copy to the planning department after past quorum failures, and finalized a policy letting absent members rejoin deliberations only after watching a meeting video and signing a form at the planning department.

The chairman called the board's charter duties "not overreach," "prescribed" and "enumerated." The subcommittee left unresolved a dispute over Section 3.1 of the town charter, which directs the board to study "the needs of the town." Members voted 2-0 to adjourn.
