OSRP · Meeting of August 4, 2026

Billerica's Open Space and Recreation Committee voted to send three requests totaling $55,000 to the Community Preservation Committee for the fall Town Meeting warrant. Members John Bartlett, Marlise Henderson, Justin Damon and Daniel O'Connor joined the chair in unanimous 5-0 votes on each item: $5,000 toward a $75,000 regional trail-connectivity feasibility study, $10,000 to replenish the Conservation Trust Fund, and $40,000 earmarked for legal costs on conservation land deed transfers. Henderson called the trail grant request "a pretty safe ask" since the money would only be spent if a regional grant application succeeds.

The committee also voted 5-0 to send the Select Board a letter supporting its Land Bank Account Funding Directive, which calls for $500,000 in year-one funding and a $125,000 minimum annual contribution afterward. O'Connor said he "get[s] weary" of such commitments "without the full picture" of town expenses, but the chair stressed the letter only signals policy support, not a funding commitment.
