FinCom Votes 10-1 Against Open Town Meeting

Billerica Finance Committee votes 10-1 against replacing representative Town Meeting with an open format. Petitioner Kelly Sutter, a former Finance Committee member, argued the switch would let all 31,927 registered voters participate directly instead of relying on 240 representatives, 27 of whose seats sit vacant. Member Brian was the lone "yes," calling open Town Meeting "the most direct form of democracy," while member Josh warned "there is no way that is cheaper" after comparing costs to towns that mail warrants to every household.

The committee also voted down Sutter's companion petition capping elected officials at three consecutive terms, with members Jim and Sharon arguing Billerica's elections already remove unwanted incumbents. Separately, the committee unanimously recommended raising dog license fees from $6 to $10 and $10 to $15, the first increase in roughly a decade, and voted 9-0-1 to disband the completed High School Building Committee.
