Billerica Finance Committee advances $23 million sewer fix, splits over sidewalk easements. The committee voted 11-0 to recommend roughly $2.5 million for rehabilitating the Derby Street and Waterview pump stations under a 2010 state consent order, and separately recommended an additional $9.3 million for the Brown Street force main, pushing that project's total authorization to $23 million amid years of MBTA permitting delays. Member Brian renewed objections to any sewer expansion until the town eliminates its sewer rate subsidy, saying "it doesn't make fiscal sense or engineering sense to put more flow in an expansion into pipes that have degraded." A separate article seeking to legitimize decades-old sidewalk encroachments on private property split the board, with member Patrick opposed, saying "it's eminent domain, so I'm not going to be voting for it," and member Frank abstaining over the lack of outreach to affected landowners.
The town is awaiting a decision, expected around January, on low-interest state financing for the Brown Street project.
