Charter panel previews amendments for fall Town Meeting

Billerica Charter Review Committee closes two-year rewrite with public hearing before fall Town Meeting. Chairman Bill Green reported the panel held 36 meetings over 10 months and produced 118 wording changes alone, mostly swapping "board of selectmen" for "select board" and "representative town meeting" for "town meeting." Resident Dina Fabra of 41 Boston Road said the warrant's link to the charter document "doesn't actually direct any reader to this document itself," and questioned whether a summarized warrant article limits floor amendments. Town Counsel Brian Bertrand clarified that a proposed two-year bar on reappointment, which he called "a legal term of art," applies only to recall-related removals, not removal for excessive absence.
The hearing opened and closed on unanimous voice votes; the amendments move to the fall Town Meeting as Articles 36 and 37, the latter requiring approval by the state Legislature.
