Billerica Charter Review Adds Historic District Commission to Conflict-of-Interest Rules

BILLERICA -- April 15, 2026, Billerica Charter Review votes to bar simultaneous service on Historic District Commission and other adjudicating boards. The committee voted unanimously at its April 15 meeting to insert the Historic District Commission into the charter's cross-membership restriction, which already bars simultaneous service on the Planning Board, Board of Appeals, Board of Health, and Conservation Commission. A committee member who serves on the HDC framed the change as a fairness issue for property owners: "If one person was saying no two or three times, is that okay or is that not okay?" The vote was prompted in part by a Planning Board member who recently became an HDC alternate. The committee also debated whether the charter's print-newspaper publication requirement for budget summaries is being violated by the school district's practice of posting a 191-page budget digitally, with one member citing MGL Chapter 71, Section 38M as the controlling state statute. No vote was taken on that definition; it was referred to a newly formed three-member subcommittee tasked with completing redlining and definitions work before an April 28 publication deadline for the May 7 annual town meeting.
