Billerica panel closes culvert, bike path hearings, orders brook enforcement

Billerica Conservation Commission orders a formal enforcement review over a neglected brook buffer at a Middlesex Turnpike office park. Commissioner Joanne said "we've gotten ourselves in a bind" after a site visit found missing signage, a downed light pole and debris along McKee Brook at 900 Middlesex Turnpike, where engineer Ian Ainsley is seeking approval for a geothermal retrofit for tenant ChemGenes; the hearing was continued to September 14. The board separately granted a variance and closed the hearing for the town's Ichabod Lane culvert replacement, DEP file 109-1634, represented by staff engineer Sebastian Sack.
Three new-home filings on Wildcrest Avenue, brought by attorney Steven Dresser for applicant William Cook, drew a lengthy debate over who would maintain a shared stormwater infiltration basin, with Commissioner Diane calling the prospect of individual-homeowner responsibility "a terrible burden"; all three were continued to September 14. The commission also closed hearings and issued orders of conditions for the Yankee Doodle Bike Path and a groundwater remediation project, and issued certificates of compliance for two other properties.
