Billerica Board of Health approves DPW infrastructure waivers

Billerica Board of Health waives Chapter 5 and Chapter 6 rules to clear DPW's annual road and utility work. Members approved regulatory relief for a slate of street projects, including water main work on Summer Street and Pallard Lane and culvert repairs on Pondale Avenue, after a presenter called the request "generally administrative in nature." A second Chapter 5 waiver, for a private septic design tied to a proposed alpaca-keeping project, also passed after peer-engineer review, though one member's vote was unclear. A board member separately raised concern about a Rogers Street property she said had "re-engineering a floodplain," saying, "it's my mission to get rid of re-engineering floodplains for a more accurate decision," but the board reached no consensus on how many similar cases exist townwide.
