Billerica Hires New Assistant Town Manager After Months-Long Vacancy
BILLERICA — December 10, 2025 — Billerica's town manager fills assistant town manager vacancy vacant since August. Town Manager Chris Dillon introduced Anne-Marie Casey as the new assistant town manager in a December 10 Town Hall Weekly update, the first such video since the position opened when Robert Maynard departed for another municipality. Casey, a Wilmington native, spent four years as chief of staff to the mayor of Amesbury and previously served as Essex County's state-designated regional tourism director, marketing 34 cities and towns to visitors in an industry she described as generating "$25 billion a year in the Commonwealth." She also worked early in her career for former state Representative Jim Massoli. Casey told viewers she has been on board roughly a month and described her role as facilitation: connecting residents to the right departments and supporting Select Board policy implementation. Dillon also announced that town offices will close at noon on December 24 and December 31 and remain closed through those holiday weekends.
