FinCom · Meeting of September 29, 2026

Billerica Finance Committee splits 5-3 to back the town's first tree protection bylaw. The measure, Article 41 on the fall Town Meeting warrant, would require notifying the town's tree warden before removing trees 18 inches or larger in diameter within a property's setback, with a $300 fine for skipping notice and replacement-tree mitigation otherwise. One member called it "punitive," saying "I don't want the town telling me what to do with my property," while another called the standoff "a classic tragedy of the commons." The committee separately backed two Charter Review Committee articles unanimously and, by a 7-3 vote, withdrew two warrant articles that would have let Town Meeting steer $1.8 million in leftover free cash toward the debt stabilization fund and a land bank, keeping it in the general fund instead.

The committee earlier unanimously recommended school capital repairs including a Hollenberg Rink boiler fix and track resurfacing.
