Billerica Tree Panel Advances Draft Bylaw Covering Private Property and Mitigation

BILLERICA — November 12, 2025 — Billerica's LORAX committee advanced early drafting of a tree protection and preservation bylaw, working through title, purpose, and definitions at its November 12 meeting. Members settled tentatively on the name "Tree Protection and Preservation Bylaw of the Town of Billerica" and agreed that the bylaw's purpose should focus on encouraging preservation of healthy, non-invasive trees while explicitly respecting property owners' rights. The committee discussed a tree mitigation framework modeled in part on existing Conservation Commission practice — which already requires roughly 1.5-to-1 tree replacement in resource areas — and floated a 25-foot construction clearance zone around new structures that would be exempt from mitigation requirements. One member reported that Billerica already has at least two state-recognized trees, including an American beech on Rear Andover Road measuring approximately 109 inches in circumference. The committee voted unanimously to seat Bill as its new secretary after the prior secretary resigned, and set its next meeting for December 3 at 6 p.m., with the town's tree warden expected to attend.
