Billerica Master Plan Committee Flags Trail Map Gap, Historic Survey Funding Push

BILLERICA — August 26, 2025 — Billerica's Master Plan Oversight Committee reviewed dozens of implementation goals across public facilities, natural resources, and historic preservation at its August 26 meeting. Members confirmed major completions including the DPW consolidated facility study (2023, with construction due to finish in 2026), the fire station master plan, and the stormwater master plan (2023-2024), while flagging that the town's trail inventory has not been updated since 2013 and was not refreshed during the 2018 master plan revision. A member recommended the committee highlight the federal Community Development Block Grant as a funding tool for remaining sewer and stormwater projects, as the town nears the end of its long-range sewer expansion with an estimated 90 percent of properties now connected. The Community Preservation Committee has funded 18 historic preservation projects since 2019, and phase two of a historic resource survey — initiated by consultant Wendy Frontero — is expected to seek Town Meeting funding this fall.
