BILLERICA — June 9, 2025 — Billerica's Conservation Commission continued two wetlands hearings and pushed back on an unpermitted disc golf course at Vietnam Veterans Park at its June 9 meeting. The commission voted unanimously to continue a Keolis MBTA vegetation management renewal hearing to June 23 after the applicant's representative, Matt Donovan of Vanasse Hangen Brustlin, appeared only by Zoom from Portland, Maine, in violation of the commission's in-person appearance policy. A second continued hearing on a wetlands amendment for 315-319 Treble Cove Road — a redevelopment project that has moved from three buildings to two and reduced impervious cover in the riverfront buffer — was also pushed to June 23 after peer reviewer Sue Potter of Places Associates presented a same-day letter finding the stormwater documentation thorough but recommending denser replication plantings, species-specific invasive removal protocols, and two additional infiltration test pits. On the disc golf course, members authorized boardwalk replacements under staff oversight but directed that volunteers submit a formal restoration planting plan and player safety protocol before the commission considers any expansion, noting the park's designation on the state BioMap as a regionally significant intact landscape.
