Billerica sewer project along Rangeway Road advances with plan revisions required

BILLERICA — April 24, 2024 — Billerica Conservation Commission continued a major municipal sewer notice of intent for Rangeway Road and closed four residential wetland hearings at its April 24 meeting. The commission heard from Dan Scott of Woodard and Curran that the Rangeway Road project would bring approximately 3,100 linear feet of new sewer to a roughly 0.8-mile stretch currently without service, including the Swanson Meadows condominium complex, which has been spending hundreds of thousands of dollars on emergency septic pumping. The commission continued the Rangeway Road case — DEP file 109-1567 — after identifying four required plan revisions including adding the wetland delineation date, showing erosion controls and a limit-of-work line at the Sterling Road culvert, and adding staging and dewatering notes. The commission closed hearings and issued orders of conditions for 27 Baldwin Road, 2 Treble Road, 55 Richardson Street, 8 Overland, and 70 and 76 Treble Road, granting no-alteration-zone variances in three of those cases, all unanimously. In administrative business, the board denied three-year permit extension requests for projects at 8 Federal Street and 161 Concord Road — both with more than a year remaining — and directed those applicants to reapply no more than three months before expiration. The commission voted unanimously to direct staff to write letters in support of two DPW grant applications: a town-wide culvert assessment and a drinking water supply resiliency study.
