Billerica Planning Board Opens Hearing on Contractor's Yard Near Elementary School
BILLERICA — August 12, 2024 — Billerica Planning Board opens public hearing on proposed Cassidy Landscaping facility near Dutile Elementary School. The board heard a preliminary presentation from Attorney Steve Lentini and civil engineer Steve Glowacki of R.G. O'Connell and Associates for a 13,200-square-foot contractor's yard and office building at 155 Treble Cove Road, an industrial-zoned parcel bordered by state forest that has been vacant for decades. Neighbors on Janus Road pressed the board on peak-hour traffic increases of approximately 65 vehicles, early-morning truck movements relative to school start times, snow plowing operations, and emergency-vehicle access to the roughly 300-student Dutile School and adjacent daycare directly across the street. The board continued the hearing to September 10 and separately voted to release a $252,211.77 partial bond for Sumner Farms — leaving $590,000 held pending culvert as-built documentation — and unanimously endorsed an Approval Not Required lot split of the former St. Mary's Church property at 796 Boston Road into three lots. Interim Planning Director Catherine Malgeri announced that Erica Jerram has departed the town and that DPW has received a $129,500 MVP grant for a culvert capacity study.
