BILLERICA -- April 28, 2025, Billerica Board of Assessors skips minutes review, votes 2-0 into executive session. Chief Assessor John Spidell, joined by Associate Assessor Rich Scanlon by phone and without the third member of the board, Associate Assessor Rick Lab, opened the April 28 meeting and immediately acknowledged that the one public agenda item, approval of minutes from the April 17 meeting, could not proceed because he had not prepared them. With no public comment and no other business, Spidell called a roll-call vote to enter executive session to discuss abatements, exemptions, 3A-C forms, and Appellate Tax Board cases; both members voted aye.
